Put the toddler seat on top and the bassinet or a Mesa capsule underneath, using the Vista adapters.

A bassinet carried under a toddler seat needs the Vista upper and lower adapters. The bassinet goes in the lower position and the toddler seat in the upper position.
Toddler seat on top, Mesa capsule underneath
A Mesa capsule carried under a toddler seat uses the Vista upper and lower adapters, the same as a bassinet: the UPPAbaby Vista Upper Adapter for the toddler seat on top and the UPPAbaby Vista Lower Adapter for the Mesa underneath. The Mesa never uses capsule adapters.
Bassinet on top, RumbleSeat underneath: not recommended
A bassinet on top with a RumbleSeat underneath, facing backwards, does fit, but it is very tight and is not a recommended setup. For two seated children, use the toddler seat on top and a RumbleSeat underneath.
